State Human Rights Commission has issued a bailable warrant to SSP Ganderbal after he failed to appear before it to explain the custodial death of a man from Preng Kangan area of Central Kashmir’s Ganderbal district. International Forum for Justice Chairman, Muhammad Ahsan Untoo had filed a petition before the commission in 2013 alleging that Government Forces had killed a civilian Abdul Hamid Ganaie son of Abdul Ahad of Preng Kangan in 2003.

As per the petitioner an FIR vide number 32/2003 under section 302, 364, 109 stands registered at Police Station Kangan, however, justice still eludes the family of the victim. The petitioner in his petition has prayed that Abdul Hamid Ganaie was arrested by government forces in 2003.

“He was interrogated, tortured in the custody resulting in his death.” The petitioner has contested the claim made by a local doctor in the postmortem report that Ganaie died due to bullet injuries. “The custodial killing of Ganie had sparked massive protests in the area while police had filed a case in this regard,” he said. SHRC Chairman Retired Justice Bilal Nazki had directed SSP Ganderbal to appear in person before the Commission on February 15, however, his absence prompted the Commission to issue a bailable warrant against him. The Commission has directed SHO Police Station Ganderbal to execute its order.
